Ancient Agreement Not to Let Cats Participate in Conjuring Tricks Smelled of Felt

How can it be that the agreement smelled of felt?

“Before an agreement is entered into and signed, it is common that lengthy negotiations take place where the parties place felt on the negotiating table should anyone feel like making a felt hat. If a person sitting by the negotiating table does not know how to make such a hat, it is common for him to regret his inability in front of the assembly by moving his arm up and down, which may result in him hitting the felt which then lands on top of the agreement which will subsequently get a faint or strong smell of felt.”
